McLean, Virginia—Potomac Health Associates, Inc. (“PHA”) announced that its client, Cardiac, Vascular and Thoracic Surgery Associates (“CVTSA”), of Merrifield, Virginia was re-awarded a five-year contract to provide cardiovascular and thoracic surgery at Walter Reed National Military Medical Center (“WRNMMC”). This is the fourth time that CVTSA has called upon PHA in the past 19 years to advise it with contract negotiations with its proposal to the government. CVTSA first retained PHA in 1996 when the contract was initially put up for competitive bid. CVTSA retained PHA again in 2001 and 2006, and most recently, in April of this year, when it was up for competitive award again.
Under its contract, CVTSA will provide cardiovascular and thoracic surgery, clinical oversight and supervision of residents, and 24-hour on-call back-up. As one of the military’s flag-ship hospitals, WRNMMC primarily treats military eligibles, e.g., active duty personnel and their dependents, retired military personnel and their eligible dependents, and survivors. Perhaps best known in the public eye as the location where the President of the United States receives annual physical exams, WRNMMC is also on 24-hour call to treat members of Congress and some of the highest ranking members of the executive branch in the event of a medical emergency.
With the release of the follow-on RFP earlier this year, PHA advised CVTSA about several key issues, including:
• Potential implications of an incorrect selection of a specific North American Industry Classification System (“NAICS”) code;
• Treatment of Information not incorporated into the formal solicitation;
• Treatment of ambiguous and inconsistent requirements in solicitation documents;
• Implications of government-furnished cost estimates;
• Inconsistencies between a “Best Value” and “Low Price Technically Acceptable” (LPTA) evaluation approach; and
• Release of certain proprietary financial data.
