McLean, Virginia–Potomac Health Associates, Inc. (“PHA”) announced that it was retained by Rochester Regional Health (“RRH”) to help it capture a contract to provide acute mental health services to veterans in the Finger Lakes area of New York under a five-year contract with the Department of Veterans Affairs in Canandaigua, NY.
Under this initiative, the contractor is to provide immediate, short-term, adult inpatient psychiatric care for veterans when acute psychiatric hospitalization is required. Under a separate initiative, the Canandaigua VAMC is also seeking to enter into a contract for chronic mental health services throughout most of New York State. Similar kinds of contracts for mental health have not been undertaken by the VA in recent history and are being implemented here, in part, due to the Canandaigua VAMC’s status as one the VA’s Centers of Excellence for mental health. In August 2007, VA established the VISN 2 Center of Excellence (CoE) for Suicide Prevention at the Canandaigua VAMC.
PHA provided a broad range of technical support services including advising RRH about key requirements of the Federal Acquisition Regulations (“FAR”) and VA Acquisition Regulations (“VAAR”) and was responsible for developing selective enhancements to its technical proposal. Although VA indicated its intention to make multiple awards, PHA developed an innovative pricing strategy to encourage a single award to RRH. PHA will serve as a subcontractor to RRH, providing various technical support services, including ongoing contract compliance, and assistance with change orders and contract modifications.
