McLean, Virginia–Potomac Health Associates, Inc. (PHA) announced that it’s client, CNS Neuroskills (CNS), was awarded a contract with the Department of Veterans Affairs (VA) to provide Assisted Living (AL) Services to Veterans with Traumatic Brain Injury (TBI). Headquartered in Bakersfield, California, CNS serves an average of 300 residential patients annually from 47 states and a dozen foreign countries. This is the third client of PHA to have been awarded one of these highly specialized contracts from the VA.
Authorized by Public Law 110-181, Section 1705 directed the Secretary of Veterans Affairs (VA) to implement a five-year pilot program in collaboration with the Department of Defense and Veterans Brain Injury Center (DVBIC) to assess the effectiveness of providing Assisted Living (AL) services to eligible Veterans with Traumatic Brain Injury (TBI) to enhance their rehabilitation, quality of life, and community integration.
PHA provided a broad range of technical support services including advising CNS on key clauses and requirements of the Federal Acquisition Regulations (FAR) and VA Acquisition Regulations (VAAR). In addition, PHA advised Restore about the implications of VA’s decision to employ a low price technically acceptable evaluation strategy in the face of a national Indefinite Delivery/Indefinite Quantity (IDIQ) multiple award contract.
Under this contract, CNS will provide rehabilitation services to promote retention and/or improvement in skills related to activities of daily living (ADL) and the social, behavioral and adaptive skills necessary to enable the veteran to reside in a non-institutional setting.The objectives of the AL-TBI pilot are to:
- Demonstrate the feasibility of using assisted living as a placement option within the continuum of VA services for enrolled Veterans with moderate to severe TBI;
- Match Veteran needs with capacity and services of the contractor’s facility to assure quality care for enrolled Veterans with moderate to severe TBI; and
- Maintain and implement a VA approved Quality Assurance Plan (QAP), including support to inspection of the Contractor’s facilities, and VA’s collection of standardized information on Veterans, facilities, and the placements.
CNS has delivered post-acute medical treatment, therapeutic rehabilitation for patients with TBI since 1978. The organization has locations in Bakersfield and Encino, California, and Irving, Texas. As an industry leader for TBI research and information dissemination, the CNS online TBI Resource Guide has been chosen as a select member of the Britannica Internet Guide. This designation endorses CNS one of the best resources on the Internet when reviewed for quality, accuracy of content, presentation and usability for TBI. All three CNS facilities are accredited by the Commission on the Accreditation of Rehabilitation Facilities (CARF). Mark Ashley, Ph.D., the company’s founder, serves as Chairman of the Board of Directors of the Brain Injury Association of America and the California Brain Injury Association.
