McLean, Virginia–Potomac Health Associates, Inc. (PHA) announced that it’s client, Bancroft Neurohealth (Bancroft), of Haddonfield, New Jersey, was awarded a contract with the Department of Veterans Affairs to provide Assisted Living Services (AL) to Veterans with Traumatic Brain Injury (TBI). The contract will run for a base period plus two option years. Bancroft is a leading provider of programs and supports for adults with acquired brain injuries in the mid-Atlantic region. Bancroft provides several highly specialized programs specifically designed for adults who have experienced TBI. Several of Bancroft’s brain injury programs are accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF).
Authorized by Public Law 110-181, Section 1705 directed the Secretary of Veterans Affairs (VA) to implement a five-year pilot program in collaboration with the Department of Defense and Veterans Brain Injury Center (DVBIC) to assess the effectiveness of providing Assisted Living (AL) services to eligible Veterans with TBI to enhance their rehabilitation, quality of life, and community integration.
PHA provided a broad range of technical support services including advising Bancroft on key clauses and requirements of the Federal Acquisition Regulations (FAR) and VA Acquisition Regulations (VAAR). In addition, PHA advised Bancroft about the implications of VA’s decision to employ a low price technically acceptable evaluation strategy as part of a national Indefinite Delivery/Indefinite Quantity (IDIQ) multiple award contract.
Under this contract, Bancroft will provide rehabilitation services to promote retention and/or improvement in skills related to activities of daily living (ADL) and the social, behavioral and adaptive skills necessary to enable the veteran to reside in a non-institutional setting.The objectives of the AL-TBI pilot are to:
- Demonstrate the feasibility of using assisted living as a placement option within the continuum of VA services for enrolled Veterans with moderate to severe TBI;
- Match Veteran needs with capacity and services of the contractor’s facility to assure quality care for enrolled Veterans with moderate to severe TBI; and
- Implement a VA approved Quality Assurance Plan (QAP), to support inspection of the Contractor’s facilities and VA’s collection of standardized information on Veterans, facilities and placements.
